The two options for web page layout are fixed width (which can be designated and will not change according to resolution), and the dynamic, (its called fluid or liquid too), layout width – which means the width will automatically size itself according to the end users computer screen resolution to always maximize width. Which is better – it depends on many factors – see here

The majority of websites are built around the 2 or 3 column layout grid.  In specific circumstances where a webpage expands  to 4 columns – it is usually done in a table-less css designation for a determined area, and the 4 columns very rarely will run header to footer throughout the entire site.  Exceptions to this 2 or 3 column rule might be an image grid, but this will still usually be in a designated area only.
